Notice of a forthcoming Disciplinary Panel hearing, John Harris
John Harris
Licensed trainer John Harris has been informed he will be required to attend a Disciplinary Panel hearing to consider possible breaches of the Rules of Racing relating to the horse FADHB AR BITH (IRE) and whether the gelding participated in unrecognised ‘flapping’ meetings while in his care.
The Disciplinary Panel will consider whether or not John Harris is in breach of:
Rule (A)38.1 of the Rules of Racing in that he trained the horse FADHB AR BITH(IRE) at an unrecognised ‘flapping’ meeting at Dingle, Co Kerry, Ireland on 7 August 2010 under the name LIBERATE PALESTINE
Rule (A)30.3.1 in that he acted in a manner prejudicial to horseracing by associating with a disqualified person, namely Gerald Faulkner.
The Disciplinary Panel Inquiry into this matter is due to be heard on Thursday 1 March 2012.

Guide to Penalties
The current guideline penalties are as follows:
Rule (A)38.1 of the Rules of Racing - participation at unrecognised race meeting
Band/entry point of 3 months with a range of 1 month to 1 year.
Rule (A)30.3.1 - acting in a manner prejudicial to horseracing by associating with a disqualified person under Rule (A) 64
Band/entry point of £1,000.00 (range of £500-£2,500) or suspend/withdraw/disqualify 2 months (range of 1 month – 1 year) or refuse to accept entries.
